(1) The filling of vacant posts in the civil service will be done through open competition and promotion by determining the number of posts according to the percentage mentioned in the prevailing law on service conditions.
(2) The manner of the examination to be conducted through open competition and promotion and the examination procedure, application format, application form procedure and other arrangements related to the examination shall be as prescribed by the Commission.
